Abstract
The article highlights the topical problems of organizing distance education and blended learning technology, gives the fundamental theoretical foundations of blended learning, discusses and shows the possibilities of its application in additional vocational education, the importance in distance learning, analyzes the main advantages and problems of using blended learning technology. Based on the results of the first stage of the project «Cognitive models and algorithms for the formation of digital competence of a teacher in the context of digitalization of general education», intermediate results of identifying the deficit and the level of formation of digital competence of teachers are given.

Abstract
The article presents an analysis of the statistics of road traffic injuries and a study of the ways to improve the effectiveness of the educational system for continuous education of minors in the field of the basic traffic rules. The goals and objectives are directly related to solving the problem of organizing continuous education of minors in the field of basic road safety in educational institutions of different types. The principle of continuity is considered in the Concept as the integration and continuity of the vertical levels of education of minors: preschoolers, younger students, adolescents, high school students, students of secondary vocational education organizations until they reach the full age.

Abstract
The article describes the stages of the formation and development of the modern children’s movement in the Sakha Republic (Yakutia). It provides a detailed analysis of the mechanisms for making organizational and pedagogical conditions for the successful functioning of children’s public associations. It also shows the experience of the region in designing a system of social and pedagogical support for the activities of children’s public associations and gives substantiation of the effectiveness of the public-state model of the development of the children’s movement. Official documents, including regulations, developed and proposed by children’s public associations, supported and adopted by the state authorities of Yakutia are of great importance both for pedagogical science and for the practical activities of educational organizations, institutions of additional education, educational authorities.

Abstract
The relevance of the topic presented is justified by the global processes of transition to the digital economy and digital society, which gives rise to the need to build a digital educational process for vocational education, update and improve the digital competencies of the teaching staff at a suitable pace, and it developed rapidly during the COVID-19 pandemic. So, due to the COVID-19 pandemic around the world, most educational institutions were completely or partially closed, and students were transferred to e-learning using distance technologies in very forced conditions and in a short time. The article presents the terminological aspect of the problem of the development of the digital economy - trends in the development of digital technologies in education and their change under the influence of the COVID-19 pandemic, where the new format of education provided a wide range of opportunities and prospects for changing and improving education systems. The results of the analysis of the current situation in the school education of Yakutia in the context of digitalization and the general transition to online learning and related trends in teacher education, identified as a result of a survey of teachers of educational organizations, are presented.

Abstract
Within the research, we conducted an analysis of the level of professional ethics of 132 teachers of the Sakha Republic based on results of questionnaire in Google-form. The difference in the ethics level depending on the teaching experience and the subject was revealed. Based on the results of the data analysis, we can state that the ethical level of the pedagogical activity of the teachers of the Sakha Republic is appropriate.

Abstract
Gender relations have long been based on the economic, social and political superiority of men. The reason for this is mainly the biological-functional differences between men and women. Until the beginning of the 21st century, the main theory of gender (social-sexual) stratification was that the main reason lies in human biology, and in the functional roles that members of society play. Given the underdevelopment of science, as well as social research that could shed light on this issue, this is not surprising. But at the moment we have a lot of studies on this subject, but the focus of these studies is mainly aimed at identifying discrimination against the female part of the population. One of the most important factors for the successful prosperity and development of any country is a strong, self-sufficient, well-thought-out economy. Like a “motor” for a machine, the economy is also the main and key organ of the country, and like this “motor”, it is a rather complex mechanism consisting of many screws and gears, which, while moving synchronously in a certain amplitude, perform a certain important function. There are many different economic systems with different directions of development, values, worldview, but invariably the main resource for the economy is workers and workers. Consequently, in order to maintain the proper level of progress and development of the economy, it is necessary to constantly maintain the quantity and quality of the country’s labor resources, this mainly depends on the economic system, but in our case, the gender factor will be considered.

Abstract
The formation of the child’s motivational sphere is a fundamental problem of psychology. It is known that motivation determines the orientation of the personality and the impulse to activity. Moreover, a favorable period of the most intensive formation of the motivational sphere is the primary school age. Younger school age is the beginning of the formation of the motivation of learning, on which its fate throughout the entire school age largely depends. The question of the formation of motivation for educational activities in the elementary grades with visual impairments is not well understood. As a result of this, the question of options for increasing the level of motivation for learning in children of this category remains open. The article considers the problem of the formation of educational motivation of students of secondary educational institutions with visual impairments. The authors made an attempt to find out the features of motivation in children with visual impairments and to identify the level of development of educational motivation. The study was conducted in students of secondary educational institutions. The results are obtained: the educational motivation of primary school children without visual impairment is higher than in children with visual impairment.

Abstract
The article deals with epistemology based on the limiting equilibria of the world coordinate system. This approach has a number of advantages, allowing formulating clearer criteria associated with the use of non-scientific, and in some cases, scientific knowledge. This is necessary because the existing criteria for the interaction of scientific and non-scientific knowledge are largely vague. Of great importance are the directions that allow considering, together with the developed epistemology, modern approaches that determine knowledge in mythology and religions. Para-scientific knowledge is one of the sliding boundaries between science and nonscientific knowledge, which has enormous heuristic potential. These are a kind of outlines, throwing paths into the unknown. “Big Mind” has been developed for a long time, has various directions in European, Chinese, Indian, Arabian philosophies. However, relying on the limit dynamic equilibria, it acquires new opportunities that allow looking at individual concepts from the point of view of a universal approach. Many outstanding philosophers, such as J. Maritain, S. Frank, as well as regional thinkers representing various religions, paid attention to «Big Mind». Many of contemporary studies interact with the aforementioned equilibrium limits. Here, the networks of culture, education, consciousness, which is considered as a set of chaotic and ordered interactions, acquire special significance. In global studies, the main thing is development within the framework of harmonious correspondences between various processes.

Abstract
The article substantiates the objective nature of the existence of epistemological pluralism in the philosophy of scientific knowledge. Such a base is the structural complexity of science and scientific knowledge, the presence of not only qualitatively different cultural-historical types of science, but also qualitative differences in each cultural-historical type of science in subjects and methods, its various fields as well as the existence in the structure of each separate science different levels and types of scientific knowledge. This epistemological pluralism can be overcome or «removed» only within the framework of a positive-dialectical epistemology, which consciously proceeds from the dialectically contradictory structure of real science and the process of its development.

Abstract
The author raises a number of the most important problems of our time, including problems of social instability, uncontrolled migration, modern forms of interstate contradictions, etc. The article offers an original view of their nature, which opens up new opportunities for overcoming these problems through an adequate cultural and civilizational policy, which in the context of globalization can and should be carried out by national States, including Russia. In this regard, we consider the cultural and civilizational foundations of social systems, analyze the conditions under which the difference in the cultural and civilizational development of different countries becomes a cause of social instability and a detonator of social upheavals. It is concluded that it is necessary to take a new look at new forms of confrontation in the global world, which are alternative to open military confrontations and preserve the possibility of resolving differences by peaceful means.
