Abstract
The article discusses the history of the formation and development of the Russian language teaching in Vietnam, describes the overview of the current state of the Russian language in the country. Teaching the Russian language in Vietnam has come a long way of formation, development and self-preservation. This path vividly reflects the twists and turns of the history of either of the countries, as well as the history of relations between the two countries. Far from being widespread as a few decades ago, the Russian language today is still significant in the education system and on the labor market of Vietnam. With tighter relations between Vietnam and Russia, especially economic ones, and increased activity of people and Russian language organizations, there is a potential of strengthening the position of the Russian language in Vietnam in the near future.

Abstract
The article reviews teaching the Russian language in Japan and describes teaching practices at the University of Kansai, Osaka Prefecture. Two main areas can be distinguished in teaching Russian in Japan. The first area is teaching of the Russian language as a major, which is carried out if there is a faculty or department related to the Russian language and culture. The second one is teaching of Russian as a second foreign language, which is taught as a general educational subject.

Abstract
The article provides an analysis of the use of the terms “competence”, “competency-based approach” in international engineering education. The author has studied the scientific and theoretical literature and the practice of introducing a competency-based approach in engineering education of foreign countries. In the framework of foreign studies, various international projects for assessing competencies are considered: PISA, “Definition and selection of competencies” (DeSeCo), etc. A brief overview of the practice of foreign universities to determine the level and assessment of students’ competencies is presented. Conclusions are drawn on the approaches considered in the definition and assessment of competencies in engineering education. It was revealed as a promising area of research as a combination of efforts of engineering and technical education specialists in the direction of unification of methods for assessing global competencies.

Abstract
In the modern world, the Russian language is becoming increasingly important. Its use and influence in various fields of international activity is an indisputable fact. The strengthening of the Russian language in the Russian Federation, its popularization in the countries of the near abroad and the promotion of the Russian language abroad are a reflection of the strategic development of Russia. In accordance with this, the number of foreigners studying in Russian universities is increasing every year. The North-Eastern Federal University is no exception. Over 300 foreign students, undergraduates, graduate students study at different educational departments of our university. As an international educational and research center, the NEFU today received another status. It has become the International Russian Studies Coordination Center, thanks to the fruitful work of the Faculty of Philology, in general, and the Department of RAFL, in particular. For promoting the Russian language abroad, various events have been held by the Faculty teachers in Asia-Pacific countries (“NEFU Days of the Russian language” in China, the Republic of Korea, Japan, Mongolia, etc., international research and practical conferences on Russian Studies, forums, competitions in the Russian language, etc.), and they have earned the credit for the NEFU in these countries and among Russian universities.

Abstract
The family is a unique social institution. Not only the demographic situation in our society, but also its development as a whole depends on the successful fulfillment of the reproductive and socialization functions of a young family. As an object of youth policy, a young family can be defined as spouses under the age of 35, who are at the “peak” of the active reproductive age, satisfy the moral-psycho-physiological and reproductive needs of a person, who are married, or live together up to 3 years with children or willing to have children. The article is devoted to the study of current challenges of young families in Verkhoyansk district, Sakha Republic (Yakutia), comparing the problems of young families of two ethnic groups, Yakuts and Evens, of Verkhoyansk district. The most common problems of young families are considered.

Abstract
The subject of the article is the museum art therapy as a form of psychological work with the use of the potential of fine arts and the museum environment. The psychological mechanisms that are actualized in the museum art therapy, the existing methodological problems in the application of this activity, and the need to determine professional boundaries are considered. The possibility of developing the museum art therapy as a form of psychosocial work within the framework of social art therapy is noted.

Abstract
He article offers an analysis of the current state of military science approaches and actions typical of the information era. The relevance of the study is due to the challenges facing the country in the light of the events of recent years, when Russia, seeking to defend its interests in the sphere of influence in the post-Soviet space, promoting the idea of a multipolar world, was attacked by the collective West, in diverse forms, including the information war. At present, the phenomenon of the transition of most life areas of modern societies to a digital form of existence is recorded in most scientific journals. It is shown that the information (virtual) field of political battles is by no means confined to cyberspace, although tactical and partly strategic operations are addressed to it. According to the author, the most important front of strategic battles is the people’s consciousness or the mental sphere of life, and more precisely - history, memory and language, or, in other words, identity. In this perspective, Russia acts as an object of influence from the consolidated American (more broadly - western) military / intellectual / economic community. The need for both protective measures and the procedures for promoting one’s own positive image outside is indicated. In a broader sense, the information war sets a two-part task for us: a) fencing from information destructives; b) creating a positive conceptual and image product. The latter task is more important than ever in the light of the increasing pressure of the West on Russia and its allies.

Abstract
The article substantiates the feasibility of presenting the ultimate grounds of existence and being in the context of the world coordinate system based on the ultimate dynamic equilibria. This is quite justified, because the mythological consciousness, religious experience and practices are directed towards the ultimate states of human. Interconnected relative equilibria as a frame of reference for world processes are most natural, since their self-organization is a transition from one equilibrium state to another. One of these ultimate dynamic equilibria corresponds to spirituality, which is a fundamental characteristic of the structural level of the world associated with human. Spirituality is a complementary equilibrium between all subsystems of the “I” and, first of all, the four main ones: body, consciousness, subconscious, and super-conscious. Spirituality is a balance in all of these subsystems, as well as between them. In a spiritual person, all these subsystems must be in harmony: the body and consciousness - healthy, the subconscious - well organized and controlled consciousness, the super-conscious (cultural codes, religion, ideology, ethnos traditions) humanistic, that is, balanced. Spirituality from the point of view of ultimate equilibria seems very simple. Outside, its main parameters remain free will, cultural and secular asceticism and the rhythm of constant wakefulness. The first opens up opportunities for communication with the above-described limits of dynamic equilibria. Asceticism is a bound state of all intellectual, social, individual manifestations of personality. The wakefulness rhythm is the supporting rhythm of the individual, which in its development moves towards the coordinate system of the world. In modern conditions, a broad interpretation of myths and religions related to the ultimate states of their dynamic equilibria should be used. In such a transformation, myths become a powerful tool of modern academic research at the junction of it with extra-scientific knowledge. Religions in accordance with the traditions of Russian philosophy (the concept of all-unity) are focused on combining them with philosophy and science in the framework of the formation of the concept of “Big Mind”.
